北海道出身。日本福祉大学大学院社会福祉学研究科 修了（社会福祉学修士）

Born in Hokkaido. Completed the Graduate School of Social Welfare, Nihon Fukushi University (Master of Social Welfare).

児童養護施設職員として在職中、児童相談所や施設型支援を拒む子ども・若者と出会う。彼らを要支援対象者として捉えるのではなく、課題解決の主体として迎え、2012年に全国こども福祉センターを設立、2013年法人化。出会った若者と街中で交流の拠点を築き、2万4千人以上に交流の場と活動の機会を提供。2019年に『子ども・若者が創るアウトリーチ』を出版。主な論文に「若年被害女性等支援モデル事業におけるアウトリーチの方法」『日本の科学者』がある。2023年11月、未来をつくる こどもまんなかアワード（こども若者部門）で内閣総理大臣表彰受賞。 児童養護施設児童指導員、中京学院大学短期大学部専任講師を経て、現職。

While working as a staff member at a child welfare facility, she met children and young people who refused child consultation centers or institutional support. Rather than viewing them as targets for support and protection, she welcomed them as the main players in solving their problems, and founded the National Children's Welfare Center in 2012, which was incorporated in 2013. She built a base for interaction with the young people she met in the city, providing opportunities for interaction and activities for over 24,000 people. In 2019, she published "Outreach Created by Children and Young People." Her main papers include "Methods of Outreach in a Model Project to Support Young Victimized Women, etc.", published by Japanese Scientists. In 2023, she received the Prime Minister's Commendation at the Future-Creating Children in the Middle Awards (Children and Young People Category).

Prior to assuming his current position, he worked as a child guidance counselor at a child welfare facility and as a full-time lecturer at Chukyo Gakuin University Junior College.

首相官邸で行われた表彰式で岸田文雄首相は「こども若者一人ひとりに寄り添い、支えていくための力強い支援者だ」と評価。「素晴らしい取り組みを全国に伝え、こどもまんなか社会の実現のための支援の輪を広げていきたい」と述べた。
