北海道出身。日本福祉大学大学院社会福祉学研究科 修了（社会福祉学修士）
Born in Hokkaido. Completed the Graduate School of Social Welfare, Nihon Fukushi University (Master of Social Welfare).
児童養護施設職員として在職中、公的援助を拒む子ども・若者と出会う。彼らを要支援対象者として捉えるのではなく、課題解決の主体として迎え、2012年に全国こども福祉センターを設立。街中に出向き、若者と交流の拠点を築きながら、2万6千人以上に交流と活動の機会を提供する。2019年に非援助実践とアウトリーチの方法を整理し、『子ども・若者が創るアウトリーチ』を出版。主な論文に「若年被害女性等支援モデル事業におけるアウトリーチの方法」『日本の科学者』がある。
2023年11月、未来をつくる こどもまんなかアワード（こども若者部門）で内閣総理大臣表彰受賞。 児童養護施設児童指導員、中京学院大学専任講師を経て、現職。
While working as a staff member at a residential care facility for children, I encountered children and young people who refused public assistance. Instead of viewing them as recipients in need of support, I welcomed them as agents of problem-solving, and in 2012, founded the National Center for Child Welfare (Zenkoku Kodomo Fukushi Center). By engaging directly in urban spaces and establishing community hubs with young people, the center has provided opportunities for interaction and participation to over 26,000 individuals.
In 2019, I systematized the methods of non-aid practice and outreach, publishing Children and Youth Creating Outreach. My major academic works include “Methods of Outreach in the Young Female Victims Support Model Project” in Scientist of Japan.
In November 2023, I received the Prime Minister’s Award (Children and Youth Category) at the Creating the Future: Children First Award. After serving as a childcare worker at a residential care facility and as a full-time lecturer at Chukyo Gakuin University, I currently hold my present position.

首相官邸で行われた表彰式で岸田文雄首相は「こども若者一人ひとりに寄り添い、支えていくための力強い支援者だ」と評価。「この素晴らしい取り組みを全国に伝え、こどもまんなか社会の実現のための支援の輪を広げていきたい」と述べた。
